Mrs. Andrea Clarke, Chief Strategy Officer, Bank of Jamaica is equipped with a wealth of experience in the fields of Strategic Planning, Project Management, Strategic Human Resource Management, Organization Development, Pension Administration and Accounting, spanning over thirty  (30) years working in both private and public sectors.

Andrea has been employed to Bank of Jamaica since 2004 where she commenced her Central Banking journey in the Human Resource Administration Department (now Human Resources Division) as Assistant Director, and was later promoted to Senior Director with portfolio responsibility for Human Resources, Training and Pensions.  She has played a critical role in the establishment of the Organisation Development and Human Resource Planning functions and coordinating the strategic planning process and has achieved many successes.  She held the position of Senior Director, Organisation Development and HR Planning  and then embarked on another milestone in her career on June 01 2019, when she was appointed to the position of Chief Strategy Officer tasked with principal responsibility for leading the Bank’s strategic planning and project management functions.  Since her tenure, she has been successful in formally developing the operations of the Strategic Planning and Project Management Centre and formalizing project management standards across the Bank.

She is the holder of a Master of Business Administration Degree from the University of New Orleans, USA, a Bachelor of Science Degree in Management Studies & Accounting from the University of the West Indies, Mona Campus, Jamaica and also holds the Senior Certified Professional in Human Resources designation from the Society of Human Resource Management (SHRM), USA.

Filipe Dinis

Chief operating officer

Bank of Canada

Filipe Dinis is Chief Operating Officer at the Bank of Canada. In this capacity, he oversees the Bank’s operations, strategic planning, risk, and corporate functions, including the currency function. He is also the Chair of the Canadian Financial Sector Resiliency Group (CFRG) with a mandate to enhance the operational resilience of Canada’s critical financial sector.

Before joining the Bank, he served in the federal Privy Council Office as Assistant Secretary to the Cabinet, providing strategic advice and analysis to the Clerk of the Privy Council on Business Transformation and Public Service Renewal. He also served as Secretary to the Prime Minister’s Advisory Committee on the Public Service. Before that, he was Chief Financial Officer and Assistant Commissioner at the Canada Revenue Agency. He also currently serves as Chair of the Audit and Finance Committee on the Board of Directors of the Children’s Hospital of Eastern Ontario.

Mr. Dinis holds a Bachelor of Commerce from McGill University and is a chartered professional accountant. Mr. Dinis also received the Queen’s Diamond Jubilee Medal.

Coralia Bulhoes

Chief financial officer

Bank of Canada

Coralia Bulhoes was appointed Chief Financial Officer (CFO) and Managing Director (MD) of Financial Services, effective March 2020. In this capacity, she is responsible for the Bank’s financial framework: from implementing the corporate planning cycle to delivering all accounting and financial reporting services. She provides business support to the Executive Leadership team and is a member of the Management Council.
Ms. Bulhoes brings to the Bank more than 18 years of leadership experience in corporate services and business management. She was previously Chief Operating Officer (COO) at the Federation of Canadian Municipalities (FCM), a role she had held since 2006. Prior to assuming the COO role, she was FCM’s Director of Finance.
Ms. Bulhoes is a Chartered Professional Accountant and has a Bachelor’s degree in Accounting from the Université du Québec en Outaouais.

Marko Škreb

Former governor

Croatian National Bank

Marko Škreb is a former governor of the Croatian National Bank. Currently he is Central banking lead on a Financial sector reform project (FINRA) in Bosnia and Herzegovina, financed by USAID. Before that he was resident project manager for Canada-IMF Capacity building project at the National Bank of Ukraine. He moved to Kyiv from his position as advisor at the International Monetary Fund’s Regional Technical Assistance centre in Accra, Ghana.  Before that, he was chief economist and strategist at the second largest commercial bank in Croatia. Mr. Skreb started his professional career teaching at the University of Zagreb. Following academic vocation he joined the Croatian central bank, first as research and statistics director and later on as governor (from 1996 to 2000). In 1997 he was awarded the Central European Annual Awards for Excellence - Best Central Bank Governor by the Banker. Since 2000 he worked as a consultant for the International Monetary Fund and the World Bank in numerous countries, mostly in South-East Europe. He also worked at the Independent Evaluation Office of the IMF in Washington DC in the period 2004-2005. Mr Škreb published a number of articles and edited books, focusing on transition questions and financial issues.

Per Nymand-Andersen

Per Nymand-Andersen has over 25 years of Central Banking Experiences and was part of creating and developing the European Central Bank from scratch. Per has developed his expertise in banking and financial markets, fintech, data science, communications, securities settlement systems, statistics and Management.

Per holds several Fintech/data science Advisor Board positions in private and simi-public organisations. Per is a Lecture at Goethe-Universität Frankfurt and is a frequent speaker at international events and author of several publications/articles regarding financial markets, data science, communication and statistics. His recent renown book “Data science in Economics and Finance for Decision Makers” was published by Riskbooks.com.

Prior to joining the ECB, he provided market research consultancy services for the European Commission, Luxembourg.

Per has an MBA in Economics and Management Science from Copenhagen Business School, Denmark and has a Fintech certificate from Harvard University.

Per speaks four languages (English, German, French and Danish).

Lyle Horsley

Divisional head of fintech

South African Reserve Bank

Lyle Horsley was appointed as the Divisional Head of the Fintech Unit at the South African Reserve Bank (SARB) in November 2021. Lyle previously worked as a lead policy specialist in the Prudential Authority at the SARB, with a focus on policy and regulatory matters in banking and financial markets. Lyle is an admitted attorney and conveyancer in South Africa, having obtained her Bachelor of Laws degree from the University of Cape Town and her Master of Laws (cum laude) degree from the University of Witwatersrand. Lyle has also served as a researcher to former Chief Justice Pius Langa at the South African Constitutional Court and worked as a senior associate at one of Africa’s leading law firms, Cliffe Dekker Hofmeyr, in South Africa. Lyle recently completed the Cambridge SupTech Lab Innovation Leadership Programme by the Cambridge SupTech Lab at the Cambridge Centre for Alternative Finance, Cambridge Judge Business School. Lyle currently also serves as the chairperson of the Intergovernmental Fintech Working Group (IFWG) in South Africa.

Amirthlingam Kanagalingam

Deputy director, business technology

Bank Negara Malaysia

Kanagalingam is currently a Deputy Director in the Business Technology Department of Bank Negara Malaysia. He is responsible for strategy and governance matters, with a focus on planning, performance and change management. Before this he was responsible for the Central Bank’s organisational strategy and business planning function. He joined the Bank in 1990 and over the 30 years has served in several capacities, including bank supervision, crisis management, international capacity building and organizational development. He holds an MBA from London Business School.

Enrico Bernardini

Director, climate change and sustainability hub

Bank of Italy

Enrico Bernardini is Director at the Climate change and sustainability hub of the Bank of Italy. He is coordinator of the Bank’s contact group of experts and sustainability and climate-related topics. He’s a Bank’s representative in the workstream “Net Zero” of the Network for Greening the Financial System. He has contributed to the ESG integration into the Bank’s equity investment policy. He led the drafting teams for the Responsible Investment Charter and the first Report on sustainable investment and climate risks. Enrico has co-authored articles on the carbon transition risk of utilities’ investment, on machine learning for portfolio construction with ESG data and on central banking and sustainable finance. He was a member of the Bank’s Task Force on sustainable finance for the Italian Presidency of G20 in 2021. He has worked at the European Central Bank and at De Nederlandsche Bank. Enrico holds a PhD in Banking and Finance and a Msc in Asset Management.

Maksym Komarov

Former head of strategic analysis

National Bank of Ukraine

Maksym Komarov joined the National Bank of Ukraine in 2018 and took part in the elaboration of strategic planning functions and functional strategies. He also developed and implemented new methodology for the formation of Yearly Goals, established three levels of indicators for each strategic goal, and compiled monitoring reports for the NBU Board. In 2019, he established international roundtable dedicated to strategic planning in Central Banks and financial sector regulators.

Maksym has excellent knowledge and experience in the fields of strategic planning, implementation of key performance indicators, and carrying out organizational and structural changes, which he gained while working for Barclays Bank in London.

Maksym Komarov graduated from the National University of Kyiv-Mohyla Academy with a Master’s degree in Finance and Credit and obtained a Post Graduate Certificate in International Business Practice from St Mary's University in Twickenham in the UK.
