Marco Ruiz

Manager of advisory & partnership, Reserve Advisory and Management Partnership (RAMP)

Marco Ruiz is the Manager of the Advisory & Partnership team within the Asset Management & Advisory Department. The team is responsible for managing the engagement with member institutions of the Reserve Advisory and Management Partnership (RAMP) and coordinating the delivery of training and advisory to improve asset management practices in official institutions. From 2018 to early 2023, Marco was a Senior Financial Officer in the team, managing the engagements with a group of RAMP members.

Prior to joining the World Bank in 2018, he worked for the Central Bank of Colombia for almost two decades, managing the country’s foreign reserves and sovereign wealth funds. He started his career as a portfolio manager, was promoted to Head of Portfolio Management, and later became Director of International Investment. In this last position, he received the Reserve Manager of the Year award from Central Banking Publications in 2014.

He holds a bachelor’s degree in economics from Universidad de los Andes in Bogota and a Master of Business Administration from New York University, and is a CFA charterholder.

Lyle Horsley

Divisional head of fintech

South African Reserve Bank

Lyle Horsley was appointed as the Divisional Head of the Fintech Unit at the South African Reserve Bank (SARB) in November 2021. Lyle previously worked as a lead policy specialist in the Prudential Authority at the SARB, with a focus on policy and regulatory matters in banking and financial markets. Lyle was also part of the core team at the SARB that participated in the development and implementation of the ‘Twin Peaks’ regulatory and supervisory architecture in South Africa. Lyle is an admitted attorney and conveyancer in South Africa, having obtained her Bachelor of Laws degree from the University of Cape Town and her Master of Laws degree from the University of Witwatersrand. Lyle has also served as a researcher to former Chief Justice Pius Langa at the South African Constitutional Court and worked as a senior associate at one of Africa’s leading law firms, Cliffe Dekker Hofmeyr, in South Africa. Lyle has extensive experience in regulatory development and
policy formulation in the financial sector.

Chakudza Banda Linje, CFA

Director, financial markets

Reserve Bank of Malawi

Chakudza Banda Linje is an experienced financial markets specialist serving as director of financial markets at the Reserve Bank of Malawi. A CFA Charterholder, Chakudza’s main focus of expertise are risk management in financial transactions, ethical conduct as experts in financial markets, identification and analysis of the bankability of projects as well as structuring of financial transactions. Chakudza is also a Fellow of the Association of Chartered Certified Accountants (ACCA) and a member of the Institute of Chartered Accountants in Malawi. She joined the Reserve Bank in the Accounting and Finance Department and worked there for 6 years before entering the financial markets space. She has worked for the Reserve Bank of Malawi for close to 23 years rising through the ranks to the position of director in 2022. Her current role involves managing foreign exchange reserves, implementation of monetary policy, facilitating the development of capital markets and issuance of government securities among others.
