Keynote speaker
Tobias Adrian is the Financial Counsellor and Director of the Monetary and Capital Markets Department of the International Monetary Fund (IMF). In this capacity, he leads the IMF’s work on financial sector surveillance, monetary and macroprudential policies, digital money, financial regulation, bank resolution, debt management, capital markets, and climate finance. He also oversees capacity building activities in IMF member countries with regard to the supervision and regulation of financial systems, bank resolution, central banking, monetary and exchange rate regimes, central bank digital currency, and debt management.
Prior to joining the IMF, Mr. Adrian was a Senior Vice President of the Federal Reserve Bank of New York and the Associate Director of the Research and Statistics Group. At the Federal Reserve, he contributed to monetary policy, financial stability policies, and to crisis management.
Mr. Adrian has published extensively in economics and finance journals. His research spans macro-finance, monetary policy, financial stability, and climate finance, with a focus on aggregate consequences of capital markets developments. He has taught at Princeton University and New York University. He is member of the editorial boards of the International Journal of Central Banking and the Annual Review of Financial Economics.
Mr. Adrian holds a Ph.D. from the Massachusetts Institute of Technology in Economics, an MSc from the London School of Economics in Econometrics and Mathematical Economics, a Diplom from Goethe University Frankfurt and a Maîtrise from Dauphine University Paris. He received his Abitur in Literature and Mathematics from Humboldtschule Bad Homburg.

He joined the Central Bank in 2003 and has been working in reserve management in various functions in the front and middle offices ever since. Franz Partsch is director of the treasury department of Oesterreichische Nationalbank (OeNB). He joined OeNB in 1990 and previously served as head of the treasury strategy division and head of the equity interest management division. He also held positions in the credit division as well as the monetary statistics division. Before joining OeNB Franz worked as a credit analyst in a commercial bank. Franz Partsch holds a Master of Business Administration from Vienna University of Economics and Business Administration.

Róbert Rékási, CFA, CIPM is the Head of Foreign Exchange Reserves Management at the Central Bank of Hungary. His department is responsible for managing the country’s international reserves to support monetary policy and financial stability of the local banking system. In addition to daily liquidity and portfolio management his team contributes to the strategic asset allocation process and generates ideas to improve the risk/return profile of foreign exchange reserves including the introduction of new asset classes. He is also personally in charge of management of the AUD and CNY portfolios of the central bank.

Patrick Amis

Patrick Amis is head of the Directorate General Specialised Institutions and LSIs at the European Central Bank, entrusted with the direct supervision of 55 significant banks and the oversight of the less significant institutions within the European Single Supervision Mechanism. He is also in charge of the integration of climate-related risks into the European Central Banks’ supervisory approach. Before his current appointment he joined the ECB in March 2014 as Deputy Director General at the Directorate General Micro-Prudential Supervision I, responsible for the direct supervision of the 30 largest and more complex of the significant institutions in the Eurozone, and then as Director General of LSI oversight. Before joining the ECB, Patrick Amis had a supervisory career in the Banque de France, which he joined in 1995, where he took a variety of positions in line supervision and prudential policy. He also chaired working groups on accounting, both in the Basel Committee and in the Committee of European Banking Supervisors (CEBS) and was Deputy Secretary General of CEBS from 2008 to 2010.

Gerardo García is the Director of International Operations of Banco de México, and as such, is responsible for the investment of the Central Bank’s foreign currency reserves. The Central Bank is also the financial agent of the Federal Government; therefore, Mr. García is also responsible for the foreign currency transactions and the implementation of hedging programs on behalf of the Mexican Government. His former responsibilities included the management of both the Fixed Income and Foreign Exchange Divisions at the Central Bank of Mexico. Mr. García holds a B.A. degree in Economics from the Instituto Tecnológico de Monterrey (1999) and a Master in Business Administration (MBA) degree from Yale University (2005).

Has worked as trader, strategist and portfolio manager for different fixed income desks at BCB in the last 19 years, covering the US, Europe, Canada, Japan and Emerging Markets. Previously, worked for 2 years at the House of Representatives as an economic assistant. Mr. Martinelli has a Ph.D. in Economics and solid experience in portfolio management, macroeconomics and finance.
In 2020 he has been appointed as representative for the BCB at NGFS’s subgroup on portfolio management.

Anna Hyrske is the principal responsible investment specialist at the Bank of Finland. Her duties include the development of Responsible Investment (RI) policies and targets, implementing policies in practice, supporting portfolio managers in integrating environmental, social and governance (ESG) and working in international and national working groups to enhance RI. Before joining the Central Bank, Anna was the Head of Responsible Investment at Ilmarinen, a Finnish pension insurance company. Anna has over 20 years of experience in responsible investing practices across asset classes. She has co-written two books on Responsible Investing in Finnish and her first book in English will be published later this year.

Rianne Luijendijk works as a responsible investment specialist in the asset management department of the Dutch central bank. She is responsible for the development and implementation of DNB’s Responsible Investment policy for the own-account portfolios. Within DNB she coordinates the projects related to responsible investing, and also chairs the NGFS workstream on integration of responsible investing in central bank’s portfolio management. She has a background in economics.

Marco Fanari is currently Director in the Risk Management Directorate at Banca d’Italia, where he is Head of Equity and Corporate Risk Division. He is responsible for the management of the equity portfolio and the integration of sustainability criteria into the investment strategy. He focuses on investment and risk management practices ranging from portfolio construction and benchmarking to international cooperation in the field of sustainable finance.
Over the past years, Marco worked on strategic asset allocation and tactical management of the investment portfolios and official reserves, pension fund management and market analysis. Marco graduated with honours from Bocconi University with a degree in Business Administration and Economics. He obtained a master in Stochastic Models in Finance from Diderot University (Paris VII ) and Pantheon-Sorbonne University (Paris I).

Johanna is the CEO North America for BNP Paribas Asset Management (BNPP AM). She is also the Head of Central Banks and Official Institutions.
As CEO for North America, Johanna is responsible for our strategic leadership and development. She manages the growth of our business, overseeing business development, and maintaining direct oversight of management and effective governance in the region. In her capacity as Head of Central Banks & Official Institutions, Johanna’s responsibilities include managing and growing the official sector business globally, while also ensuring we are meeting our clients’ needs.
Johanna originally joined FFTW, a predecessor of BNPP AM, in 1997. She then left the firm in 2000, rejoining in 2004 to focus on the official institutions business. Since 2013, she has been the head of the Central Banks and Official Institutions team, successfully growing our client base and increasing our AUM for this sector. In addition to working for BNPP AM and FFTW, Johanna worked in the Corporate Finance division at UBS for two years, where she was an Associate Director in the Consumer Products Group in New York. She later transferred to the Global Industrial Group in Japan where she lived for a year.
Johanna has over 20 years of experience. She earned an MBA in Finance and International Business from New York University, and a BA in East Asian Studies from Stanford University. She is based in New York.

Arnab Das is Invesco’s Global market strategist for EMEA (Europe, Middle East and Africa), based in London. Previously, he was Head of EMEA and Emerging Markets Macro Research for Invesco Fixed Income. He joined the firm in 2015. Mr. Das began his career in finance in 1992. He has served as Co-Head of Research at Roubini Global Economics; Co-Head of Global Economics and Strategy, Head of Foreign Exchange and Emerging Markets Research at Dresdner Kleinwort; and Head of EMEA Research at J.P.Morgan. He has also been a private consultant in global and emerging markets, and previously consulted with Trusted Sources, a specialist emerging markets research boutique in London. Mr. Das studied macroeconomics, economic history and international relations. He earned a BA degree from Princeton University in 1986, and completed his postgraduate and doctoral work at the London School of Economics from 1987 to 1992.

Juan Carlos Piantini has occupied various senior positions at the Central Bank of Chile for the last 15 years dealing with the management of international reserves, sovereign wealth funds and investment strategies. Currently he is the Financial Markets Analysis Manager, responsible for advising the senior management of the bank on strategic matters related to the balance sheet of the Central Bank, including proposals on the strategic asset allocation for the international reserves. Mr. Piantini graduated as Economist from Universidad de Santiago de Chile and he got a master’s degree on financial economics at the same university. He has also developed an academic curriculum contributing to several universities giving courses for graduate and undergraduate students on economics and finance.

Morgan Després has been Director of Strategy at the Banque de France since March 2021. Prior to this, he was Deputy Head of the Financial Stability Department at the Banque de France and also served as the Head of the Network for Greening the Financial System (NGFS) Secretariat between 2018 and 2021. He joined the Banque de France in 2005 and served in the Payment and Settlement Systems Department and as Deputy Head of the Macroprudential Division. Other professional experience includes a secondment as Deputy Head of the Financial Stability Unit within the French Treasury Department and technical assistance missions for the IMF. Després holds an MBA from ESSEC business school, graduated from the Institut d’Etudes Politiques de Paris, and studied at the Harvard Extension School.

Ms. Johnson-Calari created and led the World Bank's Reserves Advisory and Management Program (RAMP), which is one of the world's leading providers of consulting and capacity building services to public sector asset managers. In this capacity, she worked globally with central banks, national pension funds and sovereign wealth funds in strengthening governance and building investment management capacity. She contributed to setting global standards of best practice for the management of sovereign assets and liabilities working with the IMF on the Reserves Management Guidelines and the ISWF's "Santiago Principles". Ms. Johnson-Calari has contributed to several books on the topic of portfolio and risk management and was a contributing author and editor of Sovereign Wealth Management, London: Central Banking Publications, 2008. She is a well-known expert on issues relating to central bank reserves management and portfolio management and has spoken widely at international conferences in both official and private sector fora.
She began her career with the Board of Governors of the Federal Reserve System in banking supervision with a focus on commercial bank asset/liability and risk management issues. She has earned advanced degrees from the Harvard Business School (GMP, 2004) the Johns Hopkins School of Advanced International Studies (SAIS) (MA, 1981) and is a Chartered Financial Analyst (CFA). She currently serves as a consultant to several international financial institutions.
