Scott Hendry

Scott Hendry was appointed senior director Financial Technology (FinTech) in the Funds Management and Banking Department (FBD) of the Bank of Canada in June 2016. In this role, he oversees the Bank’s efforts to monitor and research developments and implications of new technologies affecting the financial sector. He previously held the role of Director of Research for FBD and, before that, for the Financial Markets Department (FMD). His personal research has focused on electronic money, price discovery in the Canadian government bond market, and central bank communication. He has a PhD in Economics from the University of Western Ontario.

Oldrich Dedek

Oldrich Dedek graduated at the Prague School of Economics. In 1996-98 he was active as an adviser to the governor of the Czech National Bank and to the prime minister of the Czech Republic. In 1999-2005 he was vice-governor of the Czech National Bank. In March 2007 he was appointed by the Czech government to the position of the chief coordinator for euro adoption in the Czech Republic. Since 2017 he has served his second term in the Board of the Czech National Bank. Mr Dedek is also a lecturer in the Institute of Economic Studies at the Charles University in Prague.

Abhaya Prasad Hota

Abhaya Prasad Hota, - former Head of Payment Systems in Reserve Bank of India is known for his valuable contribution in design and development of payment system in India. After his central banking experience for 27 years mostly in the area of payments and technology, he headed the umbrella retail payments institution named National Payments Corporation of India (NPCI) during 2009-2017 as its founding CEO. NPCI today handles 10 out of 13 types of retail payment systems in the country accounting for almost 80 percent of all  inter-bank retail payment transactions.  He played the key role in building the real time 24x7 retail money transfer system ( handling 110  million transactions  a day), domestic card payment system (the largest in the country in terms of number of cards issued in the country) and identity based Direct Benefit Transfer system  ( all government subsidies for social welfare programs passing through this DBT system).

Currently he serves as an Independent Director in the Boards of a few organisations in the area of banking and finance and speaks at various fora on design and development of national level payment system. During the year 2018-19, he was also in the World Bank Panel of Experts on Payment Systems.

Roel Mehlkopf

Senior Economist, Supervisory Policy Division

Roel Mehlkopf is a senior strategy advisor at The Netherlands Bank, the Dutch central bank, in the Strategy Department of the Supervision Policy Division, which is concerned with forward-looking supervision at the horizon up to five years. Mr Mehlkopf co-authored a thematic examination into the use of machine learning in loan markets. The study was published in autumn 2017 and contained implications for policy makers to address potential new risks in prudential supervision and regulation. He is affiliated with Tilburg University in the Netherlands, on a part time basis, and has been a visiting scholar at University of Pennsylvania.

Clair Mills

Clair Mills is the Director of Strategic Change and Operations for the Markets, Banking and Payments Deputy Governorship, at the Bank of England, and is responsible for middle and back office operations, which includes delivery of the Markets, Banking and Payments Operations and Data Strategy, Budget, Operational Resilience and Risk and the Investment and Change Portfolio. Clair has over 20 years’ extensive financial services experience operating at board level and leading successful strategic and transformational change in a number of complex organisations, having started her career in the Building Society and Retail Banking sector, before moving into Operational and Technological Change Management and Consultancy. Clair joined the Financial Services Authority in 2011 to lead the Internal Twin Peaks programme transition to the PRA and FCA regulatory model, moving across to the Bank of England with the PRA becoming the Chief Operating Officer in the PRA in 2018. In her current role, as well as providing the leadership, management and vision necessary to support the business and to ensure that the proper operational controls, administrative and reporting procedures, and people systems are in place, Clair is also responsible for leading the area’s extensive project portfolio, helping translate business and policy vision into deliverable change programmes, this includes giving key note speeches both in the UK and internationally on topics such as Financial and Regulatory Technology (FinTech/RegTech) and how Central Banks and regulators can take advantage of the advances in technology in the work we do.

Maciej Piechocki

Dr. Maciej Piechocki is RegTech Management Board Member at BearingPoint. For the last 10 years, he has been specializing in the areas of digitalization, regulation and Big Data especially in the financial services sector. In his role, Maciej is responsible to deliver services and solutions to regulatory clients such as banks, insurance companies, central banks and supervisory authorities in the areas of regulatory reporting, regulatory management and regulatory analytics. Maciej deals with regulations such as Basel 3, Solvency 2, IFRSs, MiFID but also implements standards such as XBRL or SDMX. 

During his career, Maciej has been working with a number of regulators worldwide such as Deutsche Bundesbank, the European Banking Authority, the European Central Bank, the Polish Central Bank, the SEC in the US, Japan’s FSA, the Chinese Ministry of Finance. He was also working with a number of large banks, insurers and listed companies. He has been working in consulting, software development, accounting standard setting and in academia.

Jermy Prenio

Senior Advisor, Financial Stability Institute

Jermy Prenio joined the Financial Stability Institute (FSI), Bank for International Settlements in 2016. He is involved in managing the FSI’s outreach programme for banking supervision, contributes to the FSI’s published work mainly through FSI Insights on policy implementation, and manages the FSI Connect content of online policy-related materials for banking supervisors.  He represents the FSI in the BCBS Operational Resilience Group and Task Force on Financial Technology. 

Prior to joining the FSI, he was Deputy Director for Regulatory Affairs at the Institute of International Finance (IIF) in Washington, DC. At the IIF, his main role involved leading the formulation of global industry views on regulatory issues coming out of international standard-setting organizations, such as the BCBS and FSB. This included chairing industry working groups made up of representatives from the largest banks around the world, leading these groups in meetings with aforementioned organisations, and working to achieve membership consensus on various international regulatory issues.  

Jermy also worked as a regulator in the Philippines where he served as, among others, Head of the Task Force on the Implementation of Basel II and representative in policy-oriented international meetings. He was seconded as a Technical Adviser to the FSI in 2005, where he focused on Basel II-related topics and the impact of credit risk transfer activities on financial markets.

Johannes Turner

Director of statistics

National Bank of Austria

Johannes Turner is director of the Statistics Department of the National Bank of Austria, which is in charge of compiling and analysing monetary, interest rate, supervisory and external statistics and maintaining the Austrian Central Credit Register. He is a member of the Statistics Committee of the European System of Central Banks, and a representative in the Committee on Monetary, Financial and Balance of Payments Statistics in Luxembourg (CMFB). Since 2013 Johannes Turner has been representative in the ESF (European Statistical Forum) and since 2016 he has been vice president of the European Committee of the Central Balance-Sheet Data Offices (ECCBSO). He is advisory board member of Statistics Austria (NSI) and a member of the ERP (European Recovery Programme) Audit Committee. In 2014-15 he chaired the European Central Bank taskforce for a harmonised reporting framework for banks in Europe. He was promoted to his current position in June 2010 after having worked on banking supervision at the National Bank of Austria for 18 years. Mr Turner holds a master's degree and a PhD in business administration from the University of Vienna.

Hiromi Yamaoka is Director General of the Payment and Settlement Systems Department, the Bank of Japan.  Before assuming the current duty, he experienced various positions in the Bank including Representative in Paris (1994-1996), Head of Economic Analysis in the Research & Statistics Department (1997-1998), Senior Economist in Policy Planning Office (1998-2004) and Head of Large Bank Surveillance in the Financial System & Bank Examination Department (2006-2007), Alternate Executive Director for Japan in the International Monetary Fund (2007-2010) and member of the Basel Committee on Banking Supervision (2011-2012). He also served as Director General of the Financial Markets Department (2013-2015)

Mr. Yamaoka graduated from the University of Tokyo with an LL.B. in 1986.  He also holds an LL.M. from University of California (Berkeley) Boalt Hall School of Law (1990).  He has been admitted to New York Bar.

Srinivas Yanamandra

Dr. Srinivas Yanamandra is Chief, Compliance at the New Development Bank (NDB) Headquartered in Shanghai. NDB is established by BRICS member countries to mobilize resources for infrastructure and sustainable development projects in BRICS and other emerging economies and developing countries.

Srinivas has around 17 years of experience as a compliance officer in Indian banking industry with hands-on expertise relating to various aspects of banking regulation (such as governance, risk management, prudential reporting, risk-based supervision, digital banking and financial crime compliance). At NDB, Srinivas is responsible for operationalizing the compliance function, monitoring the implementation of compliance policy framework (comprising ethics & business conduct, anti-money laundering, anti-fraud and anti-corruption) and institutionalizing the compliance culture across the organization. He is also spearheading the initiative of tracking the regulatory developments across BRICS member countries in the area of fintech and digital economy.

On professional front, Srinivas is a qualified accountant (Chartered Accountant and Cost & Management Accountant with national ranks in all academic examinations), a Fellow of International Compliance Association, UK and a Certified Anti Money Laundering Specialist (USA). He holds a doctorate degree (2013) from the University of Manchester, UK with research interests spanning across topics relating to monetary policy, financial instability, regulatory reforms and bank governance.

Further, as a visiting fellow at University of Cambridge Institute for Sustainability Leadership (CISL), UK, Srinivas is currently exploring the role of financial regulation in promoting sustainable infrastructure in BRICS cities.

Nathalie Pauline Tuxen

Nathalie Pauline Tuxen is head of payments systems in Denmark’s Nationalbank. This work includes leading the secretariat of a financial sector forum established in 2016 regarding operational resilience and cybersecurity, oversight of the financial infrastructure as well as analysis and strategies for payment. Ms Tuxen holds a master’s degree in economics from Copenhagen University, as well as a dîplome de L'Ecole Nationale D'Administration, France, and a masters of philosophy in economics from the University of Cambridge, UK.

Serdar Guner

Mr Serdar Güner joined the Astana Financial Services Authority as the Managing Director and Chief Regulatory Officer in May 2018. 

After graduating from Brooklyn College in New York with a Degree and Masters in Economics, Mr Güner joined the New York State Banking Department. His primary responsibilities included on and offsite examinations of the major money centre banks, savings institutions and credit unions. He was assigned to the Tokyo offices of the Department in 1998 where he was responsible for both on and offsite reviews and risk assessments of complex derivatives, one-off structured products and instruments newly introduced in the market within the Asia Pacific region. He joined the Department’s London offices in 2004 focusing on the same banks’ European and South American operations while taking on the responsibility of retail-based banking operations of Article XII companies and large money centre institutions. 
 
In 2007, Mr Güner joined the Qatar Financial Centre Regulatory Authority as an Associate Director within the Supervision Department, responsible for the operations of banks, investment banks, Islamic institutions and branches in the Centre.  In 2010 he joined the Dubai Financial Services Authority and was responsible for areas spanning prudential and conduct supervision matters ranging from day-to-day supervision of firms to supervisory framework implementation and FinTech in leadership roles.  

In addition to a Master’s Degree in Economics from Brooklyn College, Mr Güner has a post graduate diploma in Islamic Banking from IIBI and International Diplomas in Anti-Money Laundering and Financial Crime Prevention from ICA. He is a Certified Fraud Examiner, (CFE-USA), and a Certified Anti-Money 
Laundering Specialist (CAMS) and has a Certificate in Islamic Banking from CISI and in FinTech from MIT.

Phillip Straley is the President of FNA and leads commercial and corporate functions
globally.
For 25 years, Phillip has been an advisor to many of the leading financial regulators,
central banks and supranational bodies in finance, and a consultant to commercial and
investment banks on regulatory and risk management issues. Areas of particular focus
have been bank capital and liquidity management, Board-level risk appetite, and
credit risk. He has also worked hands on with both banks and supervisors in financial
sector restructuring through both the 1997-98 Asia crisis and the 2007-8 global
financial crisis. He brings to FNA deep experience in formulation and implementation
of prudential banking regulation, and in Asia Pacific markets, having been based in
Asia for more than 20 years.
Prior to FNA, Phillip led finance, risk, regulatory and analytics practices of several
prominent professional services firms, most recently as the Managing Partner for the
Risk & Regulatory practice of PwC in Asia Pacific.

Kimmo Soramäki

Kimmo Soramäki is the founder and CEO of Financial Network Analytics (FNA) and the founding editor-in-chief of The Journal of Network Theory in Finance. He started his career as an economist at the Bank of Finland where he developed in 1997 the first simulation model for interbank payment systems. In 2004 while at the research department of the Federal Reserve Bank of New York, Mr Soramäki was among the first to apply methods from network theory to improve our understanding of financial systems. During the financial crisis of 2007-2008 he advised several central banks, including the Bank of England and European Central Bank, in modelling interconnections and systemic risk. This work led him to found FNA in 2013 provide solutions to monitor the complex financial networks that play a continually larger role in the world around us. Mr Soramäki holds a Doctor of Science in Operations Research and a Master of Science in Economics (Finance), both from Aalto University in Helsinki.

Ivan has a BSc (Econ) from the London School of Economics, an MPhil in International Economics from the Institut d’Etudes Politiques de Paris (Science Po) and is a graduate of the UWC of the Atlantic.
